    Establishing “Development of Student’s Assessment Systems Project” at the faculty of specific education, where it’s an independent unit follows “Development of Student’s Assessment Systems Center” at south valley university. It established by a decree of the faculty board / the university board, and considered as an independent scientific unit under supervision the faculty dean directly by the university president’s approval .

 

   The current project is Student’s Assessment Systems in the stage of bachelor.

In the light of applying the quality systems at the Egyptian universities, it became student's assessment a main point in quality of educational process, that evaluated to what extent the educational results achieved, which took from the university's mission and its faculties. The target educational results should be formulated in suitable way, in order to prepare alumni for labor market needs the assessment's methods are the tools and suitable mechanisms which measure the conformity between what have been taught and what have been learnt and gained from skills, whereupon Do the alumni efficiency and their abilities suitable for labor market or no?.

  The main problem in the higher education now is that the traditional tools of measurement which have been used and focused only on measuring knowledge, understanding and some aspects of Practical skills
but the assessment methods which applied in the most of higher education institutions are failed in measured the other skills which called soft skills and included intellectual skills, General and transferable skills and behaviors skills
and thus it is occurred a major problem that unconformity between the academic level of alumni and what they got from degrees, therefore their degrees did not reflect fully all their skills which they acquired so they became unsuitable for the labor market and increased unemployment.

  Based on the coordination of south valley university in the period from 2007 to 2009 with the University of Sohag, and the University of Alexandria, as well as its participation in the Strategic Planning Unit at Ministry of Higher Education (SPU) to prepare a plan for higher education until 2022 at Upper Egypt (Sohag, Qena , Aswan, Luxor , Red Sea government and the Western Delta (Alexandria - lake - Matruh), the results of unemployment percentage in upper Egypt studies were 17% in urban , 20% in rural and the number of unemployed with high qualifications are 450000 alumni.


  The opinions of companies and factories confirmed that the problem is not opportunities of work, but the weak efficiency of the alumni special in soft skills, therefore by reviewing the student results and their improvement in various programs, showed that the assessment's methods which used are old, traditional and not provide the needed skills in labor market, as well as the traditional
teaching methods and simple possibilities of learning such as devices, libraries, training halls, Infrastructure and efficiency of academic staff

  Based on annual student cost that estimated at about 28,205 pounds (7980 pounds operating expenses, 20,225 pounds infrastructure and equipments) in the practical faculties , and 18387 pounds (5240 pounds operating expenses and 13146 pounds infrastructure and equipments) in the theoretical faculties , it became clear that students who failed has Cost the University approximately 21 million pounds annually, so it’s required the restructuring of the current assessment system and get rid of the disadvantages.


   Comparing to external levels whatever Bench marks, External Academic Reference Standards and University Achievement Exams not even now apply these practices at south valley university; therefore we need to apply such practices to compare alumni level with its counterpart on the national level, regional and international and thereby increasing the competitiveness of alumni.


  
Control Unit Manual ,the problems of exams leakage, the problems of transparency and credibility, places of exams, the students’ rights, the old laws and compassion , it will be processed through the implementation of this suggestion.
there is a Center at the University for Administration, following-up students’ assessment, training of academic staff on methods of assessment, measuring targeted educational results for various programs opposite to the requirements of the labor market by using appropriate assessment methods, reviewing bylaws of assessment , the technical specifications for exam papers , controls places and exams , methods of calculating degrees , announcing results, external standards of exams , comparing alumni level with its counterpart on the national level, and international , participating beneficiaries in assessment process ,a guide for student’s assessment included methods and mechanisms.


   Thinking and implementing two systemic that will be applied in this project within the strategic plan of upper Egypt that related to requirements of labor market , alumni skills , work results in quality assurance center and faculties , other reviews for other faculties , participating in national committee for quality assurance, training on student‘s assessment system at information and communication center , and personnel experiences of administrative team and implemented for the project to product a distinctive production.
